Kelcy Warren and Ray Davis Built Energy Transfer Together

Behind every major pipeline deal credited to Kelcy Warren sits a partnership that dates back to the founding of Energy Transfer. Warren teamed up with investors Ray C. Davis and Ben Cook in the 1990s, first to purchase and resell the struggling pipeline company Endevco, then to launch Energy Transfer itself in 1996 with about 200 miles of East Texas pipeline.

The two men split responsibilities in a way that played to their strengths. Davis focused on the business and financial side of the young company. Warren, meanwhile, thought further down the road, imagining a network of pipelines and export hubs that would eventually stretch across the continent.

A Complementary Approach

Davis, who has since gone on to own the Texas Rangers baseball team, described his longtime business partner in blunt terms during a past interview with the Houston Chronicle. “Kelcy doesn’t think like other people. He sees possibilities where others don’t,” Davis said.

That combination of financial discipline and long range vision helped carry Energy Transfer through two distinct growth phases. The first followed the collapse of Enron, when pipeline assets became available at a pace few companies were prepared to act on. The second came more recently, as Kelcy Warren guided the company through a wave of midstream consolidation driven by rising crude oil and LNG exports.

A Lasting Partnership

Kelcy Warren has often credited a mix of luck, necessity and business instinct for Energy Transfer’s growth, but the original partnership with Davis and Cook remains central to the company’s origin story. What started as a plan to rebrand and resell a struggling pipeline company grew into one of the largest energy infrastructure businesses in North America, built on a division of labor that let each founder focus on what they did best.

Davis has since moved into a very different arena of ownership with the Texas Rangers, but the two men’s early work together still shapes how Energy Transfer operates. Kelcy Warren has pointed to that original arrangement, pairing a steady operator with a founder willing to bet on a bigger future, as a model the company has leaned on again each time it weighed a major acquisition or a new stretch of pipeline construction.
